The invention discloses an elevator controller and an elevator. The elevator controller comprises a safety control circuit, a safety band-type brake circuit and/or a safety torque turn-off circuit. The input end of the safety control circuit is connected with an elevator safety loop; the output end of the safety control circuit is connected with the input end of the safety band-type brake circuit and/or the input end of the safety torque turn-off circuit. The high-voltage power supply supplies power to the safety loop, the safety control circuit is arranged between the safety loop and the low-voltage motor control circuit to provide a power signal or a control signal for the low-voltage motor control circuit, and the low-voltage power supply is provided for the low-voltage motor according to the power signal or the control signal. Therefore, the problem that the failure rate of the elevator is high when a low-voltage motor control circuit is adopted is effectively solved.
