The passage member (10) has a passage through which air flows. The fine perforated plate (20) is a plate-shaped member having a plurality of fine through-holes (21) penetrating therethrough, is provided such that one surface faces the flow field (11) of air in the passage, and the other surface faces the inner wall surface (13) of the passage member (10) with an air layer (12) having a constant thickness interposed therebetween, and generates a viscous damping effect by means of air passing through the through-holes (21). The plurality of through-holes (21) are arranged linearly in a direction orthogonal to the center line (CL) of the passage.
