The system comprises a primary transmitting circuit, a coupling unit and a secondary receiving circuit, the primary transmitting circuit comprises a direct current power supply, a high-frequency inverter circuit and a tuning circuit, and the tuning circuit adopts a pi-S type resonance network; the secondary receiving loop comprises a rectifying circuit, a filtering circuit and a load; the coupling unit is of a flat-plate-shaped capacitor structure and is composed of an upper pair of copper plates and a lower pair of copper plates, the copper plates are a transmitting polar plate and a receiving polar plate respectively, and seawater is filled between the two polar plates. According to the invention, the problems of low output power, small resonance capacity, large frequency deviation and the like of a single-stage LC resonance type electric field coupling type underwater wireless power transmission system are optimized.
