The method comprises the following steps: acquiring path information and real-time state information of each vehicle in the Internet of Vehicles, the real-time state information at least comprising a current position, a speed, an acceleration and a lane occupation state, and the lane occupying state representing whether the vehicle is ready to borrow the opposite lane to avoid the obstacle or not; based on the path information, determining an obstacle avoidance cooperation area of the vehicle and the other vehicle; based on the obstacle avoidance cooperation area and the real-time state information, determining a vehicle set needing obstacle avoidance cooperation with the vehicle; and based on the vehicle set, allocating obstacle avoidance permissions to the vehicles needing collaboration. According to the invention, cooperative obstacle avoidance processing is carried out through the cloud, the problem that vehicles on the same lane may block each other due to vehicle tailgating is improved, and the traffic efficiency is improved.
