According to the method, traffic conditions of congestion points are restored through a three-dimensional visualization technology, traffic flows and congestion conditions of upstream and downstream intersections are associated, and a three-dimensional incident model is constructed on the high-precision map. Model data is used for predicting traffic situation and monitoring and early warning intersection conflicts, lane-level flow indexes can be provided for a signal machine, a current intersection signal control scheme is adjusted, and a signal control optimization scheme is sent to a signal control platform, so that the signal control optimization effect of the intersection and a trunk line is achieved.
