The present invention addresses the problem of improving reliability in a plurality of service modes for a vehicle. A communication device according to the present invention is a communication device mounted on a vehicle, and is provided with: a detection unit that detects an output voltage value from a battery mounted on the vehicle; and a transmission unit that transmits a signal indicating a decrease in the output voltage value detected by the detection unit to an external device using power of a sub-battery mounted on the communication device when the decrease in the output voltage value detected by the detection unit satisfies a reference. The case where the reduction mode of the output voltage value satisfies a reference includes a case where an absolute value of a reduction amount of the output voltage value per unit time is greater than a reference value.
