To provide a vehicle communication management device for appropriately controlling communication of a vehicle, a vehicle communication management system, a vehicle communication management method, and a vehicle communication management program.SOLUTION: A vehicle communication management device 10 includes: a control information acquisition section 13 for acquiring control information to recognize control contents of a vehicle traffic flow by a traffic apparatus; a position information acquisition section 12 for acquiring position information of an object vehicle; and a communication control section 15 as a control section for controlling communication between an object vehicle and one or multiple external devices on an outer side of the object vehicle based on control information acquired by the control information acquisition section and position information acquired by the position information acquisition section.SELECTED DRAWING: Figure 3
