The invention discloses a method for uploading road conditions to a server to carry out big data traffic road condition evaluation. The method comprises the following steps: collecting road condition information by a vehicle-mounted mobile terminal; the vehicle-mounted mobile terminal receives the system information sent by the base station; in response to the received system information sent by the base station, the vehicle-mounted mobile terminal monitors a synchronization signal sent by the base station; in response to receiving the synchronization signal sent by the base station, the vehicle-mounted mobile terminal determines the signal quality of the synchronization signal based on the synchronization signal; in response to determining the signal quality of the synchronization signal, determining, by the vehicle-mounted mobile terminal, whether the signal quality of the synchronization signal is greater than a first signal quality threshold; and if it is determined that the signal quality of the synchronization signal is smaller than the first signal quality threshold, the vehicle-mounted mobile terminal randomly selects a first random access preamble from the first random access preamble set.
