The invention provides a charging device with double battery packs and an electric vehicle. The charging device is characterized in that an AC input filter circuit obtains filtered AC voltage after filtering processing; an APFC conversion circuit rectifies the filtered AC voltage to obtain a rectified first DC voltage; the rectified first DC voltage is boosted to obtain a rectified second DC voltage; a DC/DC conversion circuit inverts the rectified second DC voltage to obtain a DC voltage in a square wave form; voltage reduction and rectification are performed on the square-wave DC voltage to obtain a third DC voltage; a shunt circuit sends charging request information to a control circuit when detecting the battery voltage of a first battery pack and/or the battery voltage of a second battery pack within a preset time; and the control circuit controls the third DC voltage to charge the first battery pack and/or the second battery pack according to the charging request information, so that the battery voltage of the first battery pack and/or the battery voltage of the second battery pack are/is in a saturated state.
