The invention relates to a charger, which comprises a charging unit for charging a charging and discharging battery and a central processing unit for controlling the charging unit, and is characterized in that the central processing unit is used for acquiring the discharge capacity information of the charging and discharging battery; and the charging and discharging battery is charged through the charging unit according to the discharging capacity information. The invention further provides a charging method of the charger. According to the electric vehicle charger and the charging method, communication with the battery can be realized, and a better man-machine interaction function of the charger can also be realized.
