It can be understood that the terminal unit, as a whole, carries out quantity statistics with other uncombined handheld terminals, and actually carries out statistics on the quantity of vehicles located on a certain road section. Furthermore, the determined congestion parameters are more accurate according to the number of vehicles on a certain road section.
