The device comprises a guide cover, a main frame, an empennage plate, a tail baffle and a ;ail protection plate, one end of the main frame serving as a mounting foundation is connected with one end of the guide cover, and the other end of the main frame is connected with the tail baffle; a tail protection plate is arranged between the tail baffle and the other end of the main frame, the tail protection plate is connected with the tail baffle, the tail protection plate and the tail baffle limit the underwater moving carrier in the main frame, and remote guide equipment used for achieving autonomous docking of the underwater moving carrier is installed at the other end of the guide cover; and an empennage plate for controlling the orientation of the subsurface buoy data exchange device is mounted at the top of the main frame, and wireless transmission equipment for realizing data exchange between the underwater mobile carrier and the subsurface buoy is symmetrically mounted on the main frame on two sides of the empennage plate.
