The method comprises the following steps of after the charger is connected with the external charging equipment, detecting the duration of the voltage value of a high voltage output by the charger and the duration of the voltage value of the low voltage output by the charger in sequence to determine whether the power supply of the charger is stable or not; and after determining that the power supply of the charger is stable, charging the vehicle-mounted battery based on the output power of the charger. By means of the vehicle-mounted battery charging method and device, the time for charging the vehicle-mounted battery can be determined by detecting the duration of the voltage values of the high voltage and the low voltage output by the charger and the power, the conditions that the voltage is unstable and the output power of the charger is low in the charging process are avoided, and the charging speed is increased while the charging stability and safety are guaranteed.
