The invention relates to a buoy capable of self-ballastingbyutilizing seawater. The buoy comprises a buoy main body and an anchor system arranged at the bottom of the buoy main body, a plurality of ballasting devices are arranged in the buoy main body, and each ballasting device comprises a water ballasting tank used for accommodating seawater; a water through hole formed in the bottom of the water ballast space; and a ventilation device which is connected with the water ballast space and used for controlling the water ballast space to achieve switching between a first state and a second state. In the first state, the air pressure in the water ballast space is reduced, and seawater enters the water ballast space through the water through hole so as to form and maintain ballast; and in the second state, the air pressure in the water ballast space is increased so as to eliminate ballast. Seawater is used as buoy ballast, extra ballast is omitted, the weight of the buoy is reduced, the stability of the buoy is guaranteed, the requirements of operation ships and special equipment for buoy operation and maintenance are lowered, buoy operation safety is improved, and the cost of buoy building, laying, operation, maintenance and recycling is saved. The invention further discloses a control method of the buoy.
