The invention provides a railway seamless track crawling monitoring device and method. The railway seamless track crawling monitoring device comprises a sensor unit, a processor unit and a remote communication unit. The sensor unit comprises a temperature sensor and an inertia sensor which are attached to a steel rail, and a capacitive grating displacement sensor used for measuring the creeping distance, the capacitive grating displacement sensor comprises a fixed grating ruler and a movable grating ruler, and the fixed grating ruler is in rigid connection with the steel rail; the sensor unit and the remote communication unit are electrically connected with the processor unit. The railway seamless track crawling monitoring method comprises the steps of signal acquisition, transmission, processing and analysis. By collecting, analyzing, transmitting and processing steel rail temperature data, xyz-direction acceleration data and movable grid ruler displacement data, namely railway creeping distance, high-precision, remote, automatic, intelligent, low-power-consumption and low-cost monitoring of seamless steel rail monitoring is achieved.
