The invention relates to the technical field of hoisting machinery, in particular to an electromagnetic braking full-circle slewing crane luffing mechanism which comprises two driving devices, two brake devices and a rolling device, the driving devices are connected with the rolling device and drive the rolling device to rotate, and when the driving devices stop driving, the brake devices perform braking operation on the rolling device; and the two driving devices are symmetrically arranged on the same side of the rolling device, the two driving devices are arranged in a mode of being redundant to each other, only one driving device operates in actual work, the other driving device is standby, and the brake devices are symmetrically arranged at the two ends of the rolling device. The luffing mechanism provided by the invention is compact in structure, small in mass, small in size, safe, reliable, long in service life, capable of saving energy and reducing consumption and capable of achieving accurate angle control.
