The first release mechanism comprises a plurality of first hanging rods evenly and fixedly connected to the lower end of the hanging plate. The device has the advantages that the first release mechanism, the second release mechanism, the double-shaft motor, and the driving disc are arranged for releasing the life buoy body positioned at the upper ends of the plurality of second clamping rods; releasing the life buoy body originallypositioned at the upper ends of the plurality of first clamping rods to enable the life buoy body to fall to the upper ends of the plurality of second clamping rods; resetting the plurality of firstclamping rods and limiting the plurality of life buoy bodies again.
