The invention discloses a bouncing mechanism based on EAP driving and a robot thereof. The bouncing mechanism comprises a preloading part, a dielectric elastomer film, a transmission part and a bouncing part, wherein the dielectric elastomer film is arranged on a bottom face of the preloading part, the transmission part is connected with a bottom face of the preloading part through power output ofthe dielectric elastomer film, and resultant force generated by the preloading part and the dielectric elastomer film drives the bouncing part. The bouncing mechanism is advantaged in that a flexiblesphere structure and a bouncing type motion mode are adopted, so the bouncing mechanism can adapt to complex terrains such as high obstacles and abrupt slopes on a surface of a planet, and the bouncing mechanism has high geometric trafficability and obstacle crossing capacity, on the other hand, the invention further provides a bouncing robot comprising the bouncing mechanism.
