The invention discloses a cylinder type captive balloon and application thereof. The cylinder type captive balloon comprise a cylinder type captive balloon, a captive rope and a fixed end, the cylinder type captive balloon is formed by stacking and splicing a plurality of single annular balloons, and a cylinder-shaped ventilation pipeline with the airtight inner wall and two through ends is formed; one end of the captive rope is fixed at the bottom end of the cylinder type balloon, and the other end is fixed at the fixed end. The invention further discloses application of the captive balloon in treatment of low-altitude haze and urban greenhouse effect/rainfall/water resource allocation/high-altitude cloud cluster formation/wind driven generators.
