The device comprises a smart phone terminal, a WIFI interface unit, a billing unit, a charging pile, a charging reservation terminal, a charging loop control unit and an FPGA chip control unit, wherein a current detection interface module, a voltage detection interface module, a sending module, a receiving module, a charging control interface module and a charging calculation interface module are integrated on the FPGA chip control unit. Through the charging position reservation of the charging position reservation terminal, the charging position selected by the smart phone terminal can be reservedthrough the charging position reservation terminal, so that the situation that the charging position is preempted by other people when the vehicle drives to the charging position can be effectively avoided, the time of a driver can be saved, the electric quantity waste of the vehicle is avoided, and the charging efficiency of the charging position is improved.
