The invention discloses a charging device, an electrical control device and an electrical control method for a moped scooter. The charging device comprises an angle sensing device, an electrical control device, a charging port and a charging port buffer plate. The angle sensing device is configured to sense the wheel steering angle information of the moped scooter. The electrical control device is configured to receive the wheel steering angle information of the moped scooter, sensed by the angle sensing device, and under a condition that the wheel steering angle information of the moped scooter reaches a preset stopped angle, the charging port buffer plate is controlled to move from a position for shielding the charging port to a position for enabling the charging port to be exposed. Therefore, the charging port can be exposed automatically under a condition that the wheel steering angle information of the moped scooter reaches the preset stopped angle, manually opening the charging port buffer plate is not required, and manual operation is simplified.
