The invention discloses a vertical shaft elevator cage accident miner safety protection device and a method. The device comprises a top plate, a hydraulic cylinder, an electromagnetic proportional overflow valve, a coiler, a safety rope, a safety belt, a displacement sensor, a speed sensor and a signal processor, wherein the top plate is arranged at the upper portion of the inner wall of a cage; the hydraulic cylinder is arranged below the top plate, and is connected with the electromagnetic proportional overflow valve; a buffer belt of the coiler is connected to a piston rod of the hydraulic cylinder; the lower part of the coiler is connected with the safety rope; and the other end of the safety rope is connected to the safety belt worn by a miner. The device adopts a mode of directly protecting the miner, uses the pendulum bob type coiler for locking the buffer belt in the cage accident, enables the miner to keep a relatively stable standing posture in low-speed cage squatting by dint of the safety rope and the safety belt, and uses the electromagnetic proportional overflow valve for controlling a rod cavity of the hydraulic cylinder to perform the back-pressure oil relief to provide the buffer force of the miner in the high-speed cage squatting process so as to effectively prevent the miner from being injured in the cage accident.
