The invention provides a pantograph which comprises an insulator assembly, a chassis assembly, a hinge mechanism and a pantograph bow assembly, and further comprises an elastic connector pantograph height rising device used for rising of pantograph height, and a pantograph height reducing cylinder used for overcoming the pantograph height rising elasticity of the elastic connector pantograph height rising device, wherein both the elastic connector pantograph height rising device and the pantograph height reducing cylinder are arranged on the chassis assembly; two ends of the elastic connector pantograph height rising device as well as those of the pantograph height reducing cylinder are connected with the hinge mechanism and the chassis assembly respectively; the hinge mechanism is used for supporting the pantograph bow assembly; the elastic connector pantograph height rising device exerts force on the hinge mechanism when being in an initial state, so that the hinge mechanism is in a pantograph height rising state, while the pantograph height reducing cylinder exerts force on the hinge mechanism to inhibit pantograph height rising; when compressed gas is pumped into the pantograph height reducing cylinder, the pantograph height reducing cylinder does not inhibit pantograph height rising any more, and pantograph height rising is realized. Therefore, pantograph height rising and pantograph height reducing are realized, the same height pressure difference is low, and the pantograph height rising speed and the pantograph height reducing speed are controllable. The invention further provides a locomotive comprising the pantograph.
