The invention discloses a parking braking system and a vehicle. The parking braking system comprises a hydraulic pump, a fluid filling valve, an energy storage device, a brake and a control valve, wherein an oil inlet of the hydraulic pump is connected with an oil source; an oil inlet of the fluid filling valve is connected with an oil outlet of the hydraulic pump; the energy storage device is connected with an oil outlet of the fluid filling valve; the brake is used for parking braking of the vehicle; a first valve port of the control valve is connected with an oil cylinder of the brake; a second valve port of the control valve is connected with the energy storage device; the first valve port and the second valve port are selectively communicated. The parking braking system is high in response speed, large in output braking torque, stable and reliable to operate, small in size and occupied space, small in starting and operating noise and low in production cost.
