The invention discloses a force measuring and cable arranging device for a heavy-load winch for a ship. Through reasonable design of a force measuring device body, a three-pulley force measuring mechanism on the force measuring device body can swing synchronously along with the swing of a cable. Through a cable arranging device body, the cable passing the three-pulley force measuring mechanism on the force measuring device body keeps synchronous synergic movement in the axial direction of a roller along with take-up and pay-off of the cable wound around the roller, and the three-pulley force measuring mechanism moves up and down along a vertical shaft along with the cable take-up or pay-off actions of the roller to keep the rope output angle unchanged. In this way, the defects that the measuring accuracy is affected by additional force and torque generated by the cable of the three-pulley force measuring mechanism due to the fact that the cable swings irregularly and the rope output angle changes continuously are overcome, and the device failure rate is reduced due to the fact that the overall device can arrange cables reasonably in order. By means of the force measuring and cable arranging device, the cables can be arranged smoothly, conveniently and precisely, and the defect that the precise value cannot be measured due to the fact that a traditional three-pulley force measuring device is affected by the environment condition is overcome.
