The invention discloses a flapping wing mechanism capable of realizing spread flutter and a flapping wing machine. The flapping wing mechanism comprises a rack, flapping rocking bars arranged on two sides of the rack, two connecting rods, and a driving assembly, wherein the flapping rocking bars form a rocking bar mechanism by taking the connecting part of the flapping rocking bars and the rack as a pivot point; one end of each connecting rod, as a connecting end, is hinged to the power arm of the flapping rocking bar on the same side, and the other end of the corresponding connecting rod, as a power end, drives the corresponding flapping rocking bar to do reciprocating rotation around a pivot point under the effect of external force; the driving assembly is used for driving the power ends of the connecting rods; the distance between the power end of each connecting rod and the pivot point on the same side can be regulated to enable the rocking bars to have a first state and a second state; when the rocking bars are in the first state, the fluttering amplitudes of the flapping rocking bars on the same side are equal during the same fluttering stroke; when the rocking bars are in the second state, the fluttering amplitudes of the flapping rocking bars on the same side are inequal during the same fluttering stroke. The flapping wing mechanism enables the flapping wing machine to turn around at a higher speed and with a smaller turn radius.
