The embodiment of the invention discloses a vehicle energy saving and emission reducing grouping system. The system comprises a control center and at least two vehicles. The controller is used for receiving a grouping request and vehicle attribute information of the vehicles, the vehicles are grouped according to the grouping request and the vehicle attribute information, and the grouping positions of the vehicles in a group are determined. Each vehicle comprises a vehicle-mounted master controller and an executer, wherein the vehicle-mounted master controller is connected with the control center through communication and used for obtaining the grouping information of the control center and the grouping position of the vehicle which the vehicle-mounted master controller belongs to, and the driving state of the vehicle which the vehicle-mounted master controller belongs to is determined according to the obtained grouping information and the obtained grouping position. Each executer is connected with the vehicle-mounted master controller of the vehicle which the executer belongs to through communication and used for obtaining the driving state determined by the vehicle-mounted master controller and works according to the driving state, and the driving state of the vehicles in the same group is consistent. The purposes of reducing vehicle consumption on overcoming air resistance and reducing pollution discharge are achieved.
