The invention provides a heavy-load tire having an inner tube and capable of reducing rolling resistance without damaging durability. The heavy-load tire (1) having the inner tube is equipped with a carcass (6) and a bead apex (8). In a non-loaded normal state, the tire radial outer end (5o) of a bead core (5) is located at a position closer to the tire radial inner side than the tire radial outer end (Fo) of a flange (F) of a normal rim. The bead apex (8) is provided with a first bead apex (8a) disposed on the tire axial inner side, and a second bead apex (8b) which is disposed at a position closer to the tire axial outer side than the first bead apex (8a) and which made of rubber having small rubber hardness and small loss tangent (tan[deta]). The tire axial thickness (T1o) of a region (So), closer to the tire radial outer side than the outer end (Fo), of the first bead apex (8a) is less than the tire axial thickness (T2o) of the second bead apex (8b).
