The invention relates to the field of engineering machines, and discloses a control room deflection system and an engineering machine to optimize a structure of the control room deflection system. The control room deflection system comprises a control room, a rotating mechanism, a hoisting mechanism and an auxiliary rotating mechanism, wherein the rotating mechanism is arranged between the control room and a main frame of the engineering machine, and can drive the control room to rotate in a horizontal plane, and the auxiliary rotating mechanism is connected with the hoisting mechanism, and can drive the control room to rotate in the horizontal plane. With the adoption of the technical scheme, through the combination of the hoisting mechanism, the rotating mechanism and the auxiliary rotating mechanism, composite rotation of the control room in the horizontal plane is realized; a rotation angle of the control room in the horizontal plane is greater; a visual field and a working position of a manipulator are expanded and extended; and on the premise of realizing a deflection function and complete layout, the operating efficiency and the safety of the engineering machine are improved, thereby meeting the humanized design requirements of the engineering machine.
