Provided is a pneumatic safety tire whose durability is increased by improving the compressive fatigue characteristics of a carcass ply cord. The pneumatic safety tire includes a carcass as a framework and is provided with a side reinforcement rubber. The tire satisfies the relationships 0.10<=(S2+S3)/S1<=2.50 and 0<=S2/(S2+S3)<=0.9, where S1 is the area of the side reinforcement rubber, S2 is the area of a bead filler, and S3 is the area of a rubber chafer. A reinforcement cord of a carcass ply comprises polyester fibers and/or aramid fibers, and is subjected to adhesive treatment using an adhesive containing at least one type of a thermoplastic polymer, a thermally reactive aqueous urethane resin, and an epoxide compound in a first bath, and an RFL-based adhesive in a second bath. A main chain of the thermoplastic polymer has substantially no carbon-carbon double bond with addition reactivity, comprises an ethylene addition polymer and/or a urethane-based high molecular weight polymer having mainly a linear structure, and includes a cross-linkable functional group as a pendant group.
