The invention discloses a periodic meshing and steering device of an incomplete gear, and belongs to the technical field of mechanical innovation. The periodic meshing and steering device comprises a steering wheel, vehicle front forks, a rocking rod I, a rocking rod II, a sliding block, a shaft I, a crank, a pin bolt, a cylindrical gear IV, a connecting rod, limiting pieces, a vehicle chassis, a bearing pedestal III, a bearing pedestal IV, a bearing pedestal V, a bearing pedestal VI, guide rods, a shaft IV, and a variable-teeth incomplete gear mechanism, wherein a connecting rod mechanism consisting of the crank, the connecting rod, the rocking I, the rocking rod II and the limiting pieces is used as a plane crank rocking rod mechanism; a variable-teeth incomplete gear mechanism consists of an incomplete gear I, incomplete gears II, friction washers, bearings and one-way plane thrust bearings; a periodic regulating mechanism consists of the variable-teeth incomplete gear mechanism and a complete gear. The variable-teeth incomplete gear mechanism of the periodic meshing and steering device, disclosed by the invention, has a self-locking function, so that the deviation caused by vibration is greatly decreased; besides, and through the cooperation of the variable-teeth incomplete gear mechanism and other auxiliary mechanisms, the range of left-right swinging angles and the periodic proportion occupied by the left-right swinging angles can be randomly distributed.
