The invention relates to a road traffic signal light control system based on a GSM network. A laser correlation apparatus which is installed on each lane outflux of a crossroad measures the number of vehicles which pass through the lane outflux at green light. According to traffic data of the front crossroad, release time is calculated, simultaneously a distance between the vehicles during the release time is measured and a release traffic congestion condition is determined. The strong GSM network is used and communication among the crossroads is realized through a mode of sending short messages to each other.
