The invention discloses a tram control system and a tram maximum running speed control method. The system comprises passive beacons, a beacon reader-writer, a first wireless communication module, a central server, an infrared transmitter, an infrared receiver and a second wireless communication module. The center server is also connected with a router, a visibility meter, a thermometer and a rain gauge; the passive beacons are arranged beside a track; the beacon reader-writer is arranged below the front part of a tram; the first wireless communication module is connected to the beacon reader-writer; the infrared transmitter is arranged at the head of the tram; the infrared receiver is arranged beside the track; the infrared receiver is connected with the second wireless communication module. The center server calculates the maximum running speed of the tram according to the visibility, environment temperature, precipitation and load, to guarantee the running safety of the tram. The tram control system and the tram maximum running speed control method are suitable for urban tram systems.
