The invention provides a road section traffic congestion index evaluation method based on spot speed. The method comprises the steps that a road section traffic congestion index calculation model is constructed; model parameter values meeting the traffic characteristics of a road section to be tested are confirmed; time collection degree of the road section to be tested is confirmed; multi-source heterogeneous data fusion is performed so that representative spot speed of the road section to be tested is obtained; the traffic congestion index of the road section to be tested is calculated; and the traffic congestion level of the road section to be tested is confirmed. The method meets the traffic characteristics of specific cities and specific road sections and can be suitable for the actual situations of traffic operation of different cities so that real-time and accurate evaluation can be performed on the traffic congestion state of the city road sections, and thus transplantability is high.
