The invention provides a hydraulic control system and a crane therewith, wherein the hydraulic control system includes an oil inlet pipe and an oil return pipe, which is communicated with an oil tank, and also includes: a total control valve group, which includes a guide overflow valve being connected between the oil inlet pipe and the oil return pipe, wherein a remote control port K of the guide overflow valve is connected to the oil tank through a first reversing valve having a first work position enabling the remote control port K to be communicated with the oil tank and a second work position enabling the remote control port K to be separated from the oil tank. The total control valve group also includes a second reversing valve, which is connected between the oil inlet pipe and the oil return pipe and is provided with a first work position connecting the oil inlet pipe to the oil outlet pipe and a second work position disconnecting the oil inlet pipe from the oil outlet pipe; a weight balancing control valve group, which is installed between the oil inlet pipe and the oil return pipe and drives a weight balancing oil cylinder to stretch out and draw back; and an operation room control valve group which is installed between the oil inlet pipe and the oil return pipe and drives an operation room oil cylinder to stretch out and draw back. The system allows low-pressure unloading.
