The invention relates to a queuing length based fully-actuated signal control method with a phase jumping function. The queuing length based fully-actuated signal control method with the phase jumping function includes the steps of firstly, setting vehicle queuing counters, vehicle arrival detectors and actuating signal lights; secondly, selecting a current phase and confirming phase green time of the current phase; thirdly, when the phase green time reaches unit extension time and not less than one vehicle enters a lane of the current phase, increasing one unit extension time, or otherwise, skipping to a step 4 when the green time of the current phase is terminated; fourthly, when a phase in which vehicle waiting time exceeds maximum red time exists, taking the phase as a phase of next green time, or otherwise, confirming a phase with the maximum vehicle queuing length as the phase of next green time; fifthly, confirming phase green time corresponding to the phase of next green time and skipping to the step 3. The queuing length based fully-actuated signal control method with the phase jumping function has the advantages that traffic capacity of intersections is increased, green light resource loss is reduced and traffic safety is improved.
