In order to ensure that cell batteries do not reach a regeneration prohibition voltage when regenerative braking begins and to ensure a large amount of regeneration at the same time, even when there is variation in the characteristics of the cell batteries, when a vehicle braking request is received (S2-2) a first regeneration limit wherein the regeneration amount is relatively small is set (S2-8), and while this regeneration control is being performed information such as the voltage between terminals is obtained for each cell battery from a battery monitoring device, and the cell battery of the multiple cell batteries that has the highest voltage between terminals is identified. When this determination is completed (S2-5) a second regeneration control (S2-9) is implemented. In the second regeneration control, regeneration is performed with the limit value being the regeneration amount limit for which the cell battery identified as the worst cell battery will not reach the regeneration prohibition voltage.
