The invention relates to a rubber-base composite material for tire treads. The invention is characterized in that the preparation method comprises the following steps: uniformly mixing chloroprene rubber and ethylene-propylene rubber on a double-roller open mill, adding white carbon black, clay and paraffin, carrying out heat treatment on the mixed rubber matrix in a rheometer, treating at 110-120 DEG C for 10-15 minutes to obtain compounded rubber subjected to heat treatment, sequentially adding aminopropyltriethoxysilane into the compounded rubber subjected to heat treatment in the open mill, uniformly mixing, and vulcanizing the sample in a 25t electrothermal flat vulcanizing machine at 70-80 DEG C for 80 seconds. The rubber-base composite material for tire treads has favorable properties in the aspects of dry pavement controllability and traction property in winter, and can lower the rolling resistance of the tires, thereby enhancing the economical efficiency of the vehicle fuel.
