The invention provides a safe and reliable low-altitude transportation tool which can meet the requirement of being used as a commonly-used transportation tool, and particularly provides a low-altitude civil rotorcraft structure capable of vertical takeoff and landing. The rotorcraft structure an aircraft body, wherein the aircraft body is provided with roof wings, side rotor wings are disposed at two sides of the aircraft body, and the rear end of the aircraft body is provided with empennages. The rotorcraft structure is characterized in that the side rotor wings are connected to the aircraft body through rotary pin shafts, and rotate around the pin shafts.
