The present invention provides an electric steering locking device which enables the position precision of a substrate relative to a shell to be improved and can detect the position of a locking member at a high precision. The electric steering locking device (1) comprises the locking member (6), a motor (13), a driving mechanism, a magnet fixed to the locking member, the substrate (15) equipped with first and second hall elements (magnetic force detection elements )(16, 17), and the shell composed of a casing (3) and a cover (4). The electric steering locking device is formed by arranging a substrate accepting part (3B) in the shell and fixing a positioning member (21) in the substrate (15). Embedding holes (15a, 15b) are formed on the substrate (15), a protrusion (21d) and a rib (21e) are formed on the positioning member (21), and a concave part (21f) is formed at the periphery of the base end part of the protrusion part (21d), wherein the rid (21e) is protruded the periphery of the protrusion part (21d) and can be pressed. By embedding the protrusion part (21d) of the positioning member (21) in the embedding holes (15a, 15b) of the substrate (15) in a pressing manner, the positioning member (21) is fixed to the substrate (15).
