The invention provides a peak-hour-avoiding parking method and a peak-hour-avoiding parking system based on a two-dimension code. The peak-hour-avoiding parking method comprises the following steps: arranging a two-dimension code scanner at a passageway barrier gate of a parking lot; scanning a two-dimension code parking voucher comprising user identity information and obtaining the user identity information included in the two-dimension code parking voucher through the two-dimension code scanner; controlling and managing user parking according to the obtained user identity information of unoccupied parking space number of the parking lot, allowed parking time, a condition whether a vehicle is in a parking state or not, parking time, a condition whether parking exceeds time, paying once exceeding time, and the like. The peak-hour-avoiding parking method solves to-be-solved problems of unoccupied parking space release, allowed parking time notice, vehicle identity identifying, parking space reminding, parking overtime reminding, automatic paying, linking an owner, and the like, and has the advantages of being economical, environment-friendly, convenient to manage, and the like.
