The invention discloses a peak-time avoiding parking method based on a cloud service platform. The method is used for improving the utilization rate of urban parking spaces and then alleviating the problems that the parking spaces are insufficient and it is difficult to park at present. Based on mastered comprehensive information of urban parking spaces, parking space resources can be reasonably distributed to car owners having the parking demands in time through the method. A peak-time avoiding parking management system based on the cloud service platform comprises a cloud service platform subsystem, a parking space information collection subsystem, a parking space information issuing subsystem and a parking charging subsystem.
