A disclosed locomotive double-pipe wind-supply switch apparatus comprises a first change-over switch group (6) installed on a first operating board, a second change-over switch group (8) installed on a second operating board, and a first pulse valve (5) and a second pulse valve (9) of which wind inlets are both communicated with a main wind pipe (7); the first change-over switch group(6) is capable of controlling power on/off the first pulse valve (5) and the second pulse valve (9); and the second change-over switch group (8) is capable of controlling power on/off the first pulse valve (5) and the second pulse valve (9). The locomotive double-pipe wind-supply switch apparatus effectively solves the problems that cock operation is inconvenient and easy to confuse when the locomotive selects a wind-supply channel for performing double-pipe wind supply. The invention also discloses a locomotive containing the locomotive double-pipe wind-supply switch apparatus.
