The purpose of the present invention is to provide a surface modification method for vulcanized rubber or thermoplastic elastomers, whereby various functions such as sliding properties and biocompatibility can be economically and advantageously provided according to the application. The present invention pertains to a surface modification method in which vulcanized rubber or a thermoplastic elastomer is treated as an object for modification, and said method comprises: a step 1 for forming a polymerization starting point (A) on the surface of the object for modification, and a step 2 for subjecting non-functional monomers to radical polymerization, with the polymerization starting point (A) as the origin, to grow a non-functional polymer chain, and then subjecting fluorine-containing functional monomers to radical polymerization to grow a fluorine-containing functional polymer chain.
