Provided is a surface modification method for vulcanized rubber or thermoplastic elastomers that enables various functions such as sliding properties to be economically and advantageously imparted depending on the application. The present invention pertains to a surface modification method in which vulcanized rubber or a thermoplastic elastomer is treated as an object to be modified, and comprises: a step (1) in which a polymerization starting point is formed on a surface of the object to be modified; and a step (2) in which, using the polymerization starting point as a starting point, a non-functional polymer chain is grown by conducting radical polymerization on a non-functional monomer, and a functional polymer chain is grown by conducting radical polymerization on a fluorine polyether segment-containing functional monomer.
