The invention discloses a full-water-blown highly flame-retardant vehicle bumper composite material and a preparation method thereof. The composite material is composed of polyether polyol, polyester polyol, a plasticizer, polyurethane silicone oil, water and isocyanate. The composite material has high flame retardant property, and is not prone to combustion when meets fire, such that automotive safety and passenger life safety are ensured. The composite material is not prone to deformation, and does not deform after long time use. All the raw materials for the composite material are environment-friendly raw materials, such that the composite material does not pollute the surrounding environment.
