The invention relates to a magnetic-levitation train positioning and speed measuring device and method based on an F rail. The device comprises a relative position sensor, an absolute position sensor, absolute positioning holes, relative positioning holes and a signal processing device, wherein the relative position sensor and the absolute position sensor are installed on a train bogie, and the absolute positioning holes and the relative positioning holes are formed in the surface of an F rail handle, each installed in one side of the surface of the F rail handle and are arranged oppositely. The absolute position sensor is used for detecting the absolute positioning holes in the F rail handle, the relative position sensor is used for detecting the relative positioning holes in the F rail handle, absolute position pulse signals and relative position pulse signals related to the pulse width and the bore diameter are generated and transmitted to the signal processing device, the signal processing device calculates the absolute position and the relative position of train operation and the real-time speed of a train through the received sensor signals. The method is realized based on the device. The magnetic-levitation train positioning and speed measuring device has the advantages of being simple and compact in structure, low in cost, convenient to use and the like.
