The invention provides a steering frame of an urban rail engineering vehicle and the urban rail engineering vehicle. The steering frame comprises two wheel sets which are longitudinally arranged, and a frame used for bearing a vehicle body is arranged on the two wheel sets; the frame comprises two side beams which extend longitudinally and sleeper beams which are fixedly connected to the middles of the side beams; each wheel set comprises two wheels which are arranged oppositely and an axle which is connected between the two wheels and extends horizontally; axle boxes are arranged in positions, located at the outer ends of the wheels, of the axles; the two side beams are seated at the axle boxes on corresponding sides of the two wheel sets respectively; first springs are arranged between the axle boxes and the side beams, and second elastic rubber blocks are fixedly arranged on the top surfaces of the middles of the two side beams respectively. According to the steering frame of the urban rail engineering vehicle, excellent bearing capability can be ensured while all required curve passing through performance is guaranteed, and the performance requirements of the urban rail engineering vehicle are met.
