The invention relates to a speed regulation device and a crane superlift deploying control system. The speed regulation device comprises a speed regulation valve, a second speed regulation valve, a first pilot operated check valve and a second pilot operated check valve, wherein a first oil inlet and a first oil outlet on the speed regulation device are respectively communicated with an inlet of the first speed regulation valve and an outlet of the first pilot operated check valve; an outlet of the first speed regulation valve is communicated with an inlet of the first pilot operated check valve; a second oil inlet and a second oil outlet on the speed regulation device are respectively communicated with an inlet of the second speed regulation valve and an outlet of the second pilot operated check valve; an outlet of the second speed regulation valve is communicated with an inlet of the second pilot operated check valve; a control port of the first pilot operated check valve is connected with the second oil inlet; a control port of the second pilot operated check valve is connected with the first oil inlet. The speed regulation device has speed regulation and load maintaining functions through combining the speed regulation valves and the pilot operated check valves; the superlift deploying control system containing the speed regulation device is capable of realizing the synchronism of movement of two superlift deploying oil cylinders.
