The present invention comprises: a sensor unit 101; a linear characteristic object 40 which is disposed on a track for a train 10 to travel on and which is configured such that sensor information acquired by the sensor unit contains characteristic information; a characteristic recognition unit 102 that compares first sensor information acquired while the sensor unit 101 is performing forward monitoring with second sensor information acquired by the sensor unit 101 when the linear characteristic object 40 is not shielded, that calculates a difference value between the first sensor information and the second sensor information, and that, on the basis of said difference value, recognizes whether or not the linear characteristic object 40 is shielded; an intrusion determination unit 103 which generates a result of intrusion determination that is performed, on the basis of the presence/absence of shielding, to determine whether or not there is an intrusion into the track; and a train control unit 104 which generates a train control instruction on the basis of the intrusion determination result and then transmits the generated train control instruction to the train 10 so as to perform control on the train 10.
